Annex 29 - Resource Management

Objective

 Resource Management allows Incident Commanders to easily understand the resources available for deployment to specific incidents. These public works, EMS and police resources allow for rapid identification of resources but also ensure Emergency Management’s continuing awareness of University resources. Selected resources have been categorized according to FEMA typed resource definitions.

Definitions

(Single) Resource: Personnel and major equipment items ready for deployment to an incident, for which inventory and maintenance is supplied.

Type: Within the scope of Emergency Management, a resource Type is the measurement of minimum capabilities needed to perform a function as prescribed by FEMA standards.

Kind: A broad scope of characterization, including teams, equipment and supplies. FEMA has developed metrics for each “kind” of resource and can measure capability and capacity.

Situational Overview

The tables below detail the availability of selected resources, according to department. A list of the current University Police vehicle fleet is also included.

Not all of the resources listed below have met the definitions FEMA provides under its Resource Management program and have been listed in separate tables. Facilities Management, Off Campus College Transport, Inc., and Harpur's Ferry Student Volunteer Ambulance Service, Ltd., are the organizations possessing resources able to be sorted according to FEMA recommendations. Other resources are explicitly acknowledged by FEMA Typed Resource Definitions, but not given a Type, and are therefore listed as “Other.”

Equipment maintained by Emergency Management includes a ready supply of Personal Protective Equipment (PPE), to be deployed in the event of a pandemic disease. These are listed in terms of pairs of clothing (in the case of Tychem suits and booties), and individual units, where appropriate.
